Purpose
A citizen-led call for new laws ensuring that no U.S. official or institution serves the interests of any foreign government, lobby, or political network.
For too long, foreign-aligned PACs and lobbying groups have quietly shaped American policy — buying access, bending priorities, and eroding the public’s faith in a government that is meant to serve only its citizens. The Integrity Act seeks to restore the founding principle of the Republic: a government of, by, and for the people.
Preamble
We, the citizens of the United States, affirm that a government of the people cannot serve two masters.
When lawmakers or officials are financially beholden to political action committees (PACs) or lobby groups representing foreign interests, the sovereignty of the nation itself is compromised.
Every elected and appointed official swears allegiance to the Constitution — not to any foreign government, proxy organization, or foreign-funded political network. Yet for decades, money from PACs acting on behalf of foreign powers and their affiliates has distorted U.S. policy, corrupted ethics, and eroded public confidence.
This practice — whether executed directly or through family members, shell entities, or coordinated lobbying groups — violates the spirit of self-governance and the oath of office.
We Therefore Declare and Demand the Following
1. Immediate Expulsion or Resignation
Any federal, state, or local official proven to have received direct or indirect financial benefit from a foreign-influenced PAC, lobby, or affiliated organization shall be removed or compelled to resign from office.
2. Permanent Disqualification
Such individuals — and any immediate family members found to have knowingly participated in or benefited from these funds — shall be permanently barred from holding future public positions or contracting with any government entity.
3. Mandatory Ethics Investigations
Comprehensive ethics and financial audits shall examine all campaign donations, consulting fees, and transfers from PACs or organizations registered or required to register under the Foreign Agents Registration Act (FARA).
4. Universal FARA Registration Requirement
Any lobbying organization, political committee, or advocacy group — including those modeled after or functioning similarly to AIPAC or other foreign-aligned structures — that advances or coordinates policy on behalf of a foreign government or entity must be registered under FARA.
Failure to register constitutes a violation of federal law and grounds for immediate investigation, suspension of activity, and criminal liability.
5. Definition of a Foreign-Influenced PAC
A “foreign-influenced PAC” includes any organization that receives 5 percent or more of its total funding, strategic direction, or operational coordination from a foreign principal, entity, or individual, whether directly or through intermediaries.
6. Federal Integrity Amendment
Congress shall enact legislation prohibiting any PAC or organization representing, funded by, or coordinated with a foreign government, foreign corporation, or foreign agent from contributing to U.S. political campaigns or committees.
7. Whistleblower Protections
Any government employee, contractor, or staff member who reports violations of this Act shall be protected under federal whistleblower statutes and shielded from retaliation.
Confidential reporting channels shall be established within the Department of Justice (DOJ) and the Federal Election Commission (FEC).
8. Congressional Transparency Requirement
All members of Congress shall annually disclose any meetings, gifts, or sponsored travel involving registered foreign agents or organizations seeking to influence U.S. policy.
These disclosures shall be published in a public database maintained by the FEC.
9. Oath Renewal Clause
Upon assuming office, every elected official shall reaffirm in writing that their loyalty is to the Constitution of the United States and to no foreign power, organization, or lobby.
A signed copy of this oath shall be preserved in the public record.
10. Enforcement Authority
Purpose: To ensure accountability and remove political discretion from enforcement.
The DOJ, through its FARA Unit and Public Integrity Section, shall investigate and prosecute violations of this Act and related campaign-finance laws.
The FEC shall suspend or revoke registration for any PAC found to be operating as an undeclared foreign agent.
11. Popular-Vote Requirement for Foreign Aid
No future package of financial, military, or humanitarian foreign aid exceeding a statutory threshold shall be approved without direct authorization by the American people through a national popular vote or referendum.
Congress may propose emergency assistance in cases of natural disaster or imminent humanitarian crisis, but any continuing aid beyond 90 days must be ratified by popular vote to ensure that taxpayer funds reflect the will of the nation.
12. Full Public Disclosure
All PAC contributions, lobbying expenditures, and affiliated donations linked to registered or registrable foreign agents must be published in a publicly accessible database, searchable by official name, donor, and beneficiary.
Safeguard Against Misuse
No provision of this petition shall be interpreted to restrict lawful domestic advocacy, dissent, or issue-based organizing by American citizens or groups unaffiliated with any foreign principal.
The goal is to defend sovereignty, not silence speech.
Statement of Principle
Foreign influence in American governance is a breach of sovereignty and a betrayal of democracy.
No official should profit from allegiance to another nation. Representation cannot be bought; it must belong solely to the American people.
This is not partisan — it is patriotic.
America’s loyalty must never be for sale — not to any lobby, and not to any foreign flag.
Call to Action
We, the undersigned, urge Congress to introduce and pass legislation reflecting the provisions of The Integrity Act.
Citizens, organizations, and public servants who believe in independent, transparent governance are invited to add their names, share this petition, and advocate for its adoption in every state and district.
